China September 18-21, 2011 http://www.icdar2011.org Organized by IAPR TC10 and TC11 China Association of Automation Tsinghua University Institute of Automation of Chinese Academy of Sciences Guidelines for Organizing Competitions 1. Proposal Preparation The prospective competition organizer should submit a proposal to the ICDAR 2011 Competitions Chair for evaluation. Each proposal for a competition should consist of at least the following info: 1. Title of the competition proposed 2. Names and contact information of organizers (please also append short bio of the organizers, esp. the experience of organizing competitions/workshops/conferences) 3. Short description of the competition explaining its necessity, potential, relevance and timeliness to ICDAR 2011 (and ICDAR 2011 participants) 4. Short description of the data, the performance evaluation methodology and metrics that will be used in the competition 5. Expected number of participation 6. Any special request concerning practical arrangements, such as infrastructure, equipment, connectivity, etc. (the competition chair and the ICDAR 2011 secretariat may not satisfy all of these requests) 7. Important dates (for competition registration, trial test data provision, real test data provision, submission of results, announcement of the results, summary of the competition) The submitted proposals will be assessed by the competitions chairs for its scientific content, proposed structure and overall relevance. The organizers will be responsible for the infrastructure (including provision of data and evaluation of results), inviting participants and ensuring their participation, and preparing an overview paper of the results. A summary of the competition will be included in ICDAR 2011 proceedings and presented in a session dedicated to competitions during ICDAR 2011. The general policy of the competitions is as follows: Even though a competition is accepted initially, it may not finally be included in the proceedings and arranged in the report session if the number of participants is smaller than THREE. Late report may also be excluded from the proceedings. Official announcement of the results will only be made during ICDAR 2011 at the competition session (and hopefully there will be a certificate presentation ceremony). Before that, the result of the competition for each individual participant can be sent for their preparation. 2. Schedule 1. Deadline for proposal submission: January 20, 2010 2. Notification of acceptance: February 10, 2010 3. Website ready and call for participation (with detailed data format description, evaluation protocol, etc.): February 25, 2011 4. Submission of summary of the competition (official announcement of the results will only be made during ICDAR 2011, the competition session): June 15, 2011. 3. Logistics The competition organizer is responsible for building website, providing data, inviting participants, collecting results and submitting competition summary. The summary will be included in the proceeding of ICDAR and be presented at the technical program of conference (competition session). China September 18-21, 2011 http://www.icdar2011.org Organized by IAPR TC10 and TC11 China Association of Automation Tsinghua University Institute of Automation of Chinese Academy of Sciences Guidelines for Organizing Tutorials 1. Proposal Preparation The ICDAR encourages tutorials focusing on various topics related to document analysis and recognition. The tutorials are aimed to providing graduate students and engineers lessons of review of the state of the art, fundamental theory and methods, detailed algorithms and implementation techniques, and any other information valuable to researchers and engineers. The prospective tutorial organizer should submit a proposal to the ICDAR Tutorial Chair in due time. The Tutorial Chair collects all the proposals, consider their impact and flexibility, coverage of topics, and make a plan of tutorials. Some proposals may be rejected and some may need modification. The approved proposals will be announced at the ICDAR 2011 webpage and enter the organization stage. The Secretariat of ICDAR 2011 will provide logistics to the tutorials (meeting rooms, facilities, registration, etc.) The proposal should include following facts: 1) Title of tutorial, motivation and impact of the tutorial 2) Proposed program of tutorial, including table of contents and proposed lecturers with their brief biographies 3) Publication materials (in addition to slides, any electronic or print materials) 4) Estimated number of attendees 5) Estimated costs and the proposed registration fee 2. Tutorial Organization After a tutorial proposal is accepted, the tutorial organizer works toward the lecture program, and the Secretariat of ICDAR provides logistics. Publicity. It is recommended that the tutorial organizer makes a webpage of the tutorial, which will be linked to the webpage of ICDAR 2011. Webpage links and announcements should be sent to the publication chair of ICDAR 2011 (Di Wen, wendi@ocrserv.ee.tsinghua.edu.cn) Tutorial Program. The tutorial organizer is responsible for making the program of lectures, inviting lecturers, and preparing publication materials. If the tutorial would distribute print materials, the Secretariat of ICDAR 2011 can find a local printing service for printing the materials if needed. All the costs will be covered by the registration fee of the tutorial. Logistics. On determining the tutorial time and size (expected number of attendees), the Secretariat of ICDAR 2011 will reserve meeting rooms at the main conference venue. In case that the main conference venue cannot accommodate too many tutorials, the Secretariat may consider meeting rooms of other nearby hotels or at the organizing institutions of ICDAR 2011. Meeting room setup, coffee break service and lunches will be arranged by the Secretariat of ICDAR 2011, and the costs are covered by the registration fee of tutorials. Registration. The registration fee of tutorial covers the meeting room and facilities, coffee break service, lunch and materials printing costs. The Secretariat of ICDAR 2011 coordinates with the tutorial organizer to estimate the registration fee standard based on estimated costs and number of attendees. The Secretariat of ICDAR 2011 charges the registration fees and pays all the costs. Sponsorship. If the tutorial organizer can find financial sponsorship from the government or industry dedicated to the tutorial, the sponsored money is recommended to transfer to the account of the local organizing institutions of ICDAR 2011, for partially covering the costs of the tutorial. Please be aware that the ICDAR 2011 main conference will not provide financial support to the tutorials.
